    Uzbekistan is a doubly landlocked country in Central Asia. It is a regionally significant producer of natural gas, coal, oil, and especially uranium in Uzbekistan occupies an important place in the world.
    The past few years has witnessed the acute conflicts between high green house gas emission and huge emission reduction commitment,continuously increasing sea lever and low investment in renewable energy research,sustainable development and short-term profit.
    Slowing global warming is among the most complex economic, political and diplomatic challenges of our time. As one of the largest central Asian states, we shoulder our responsibility in combating climate change. With 50% of electric power generation facilities of Central Asia locating in Uzbekistan, the reconstruction and reformation of the facility and technology for fuel efficient utilization and innovative energy technology introduction have been carried out these years. Last year, we also arranged a series of intensive international specialized exhibitions and conferences on clean energy and energy saving technology.
    But currently we noticed that the climate community’s heavy focus on schedules and regulatory targets for reducing greenhouse gas emissions has tended to crowd out adequate consideration of the means--technological and economic--for achieving such goals. We need to highlight the fact that regardless of what regulatory international gas reduction targets the world establishes, the actual work of reducing carbon emissions will “a technological problem. Since sustainable low carbon economy is at the same time measured from environmental, economic and human dimensions, the emphasis, should be placed on improving energy efficiency and carbon productivity without economic restructuring or compromising people’s living standards. In addition, as there are no specific UN regimes that deal specifically with the issues of energy and low carbon development, new ones may have to be created and existing ones will have to be strengthened for funding, facilitating transfers, monitoring, implementing, etc.
    In the battle against the climate change for our offspring, the victory requires the cooperation, coordination and reconciliation of all the nations around the world. Let’s share our responsibilities, fulfill our commitment, and create a low-carbon development pattern and a better world for our next generation.

      Kenya is an Eastern Africa country .It is potential at petroleum exploration and probably will becomes the first crude oil export country from East Africa.  
        With evolution of human society,natural consumption of resources increases rapidly. For Kenya, Petroleum is still under exploration, 60% of electricity now comes from water power. With the change the climate, rainfall has decreased sharply. we faced a huge gap between electricity needs and supply. Kenya is famous for tourism, but in recent  years, global warming ,surplus of population, industrialization has caused deterioration of the environment.
      Environmental problems can not be solved neither by a single country or in a short time. Our country has engaged in exploit new alternative energy, especially geothermal energy. Our country has in total 7000 megawatt quantity of electricity, since this year, has exploit 165 megawatt. We also decided to use thermal power and has formulate electric power construction plan within 20 years.
       Nowadays, many countries come to be aware of the importance of the resource and environmental pollution, so they try to buy the original resources from the energy producing country and make some policy to restrain emission of waste gas or water. Perhaps these means can work but not efficiently work. In order to solve problems, we should explore the clean energy, like solar energy, water energy, wind energy ……etc. Besides we should help the developing countries to improve technology, since new energy research needs high lever technology.  
       We all know the resources of the whole world are limited and they belong to us equally. Run out of them means we have walked the front of deadline, so common resources need common protection. Energy and pollution problems have become the worldwide issues, therefore we have responsibility to confront with the problems. we need faith to believe that  cooperation of every country brings the miracle of future!

    As a leading country of Africa, Egypt is willing to take the responsibility to help the development of green power move forward in this brand new age. Egypt will support the development of low-carbon technology and imported the new green technology at the first place, further more, appeal for the global paying more attention to the development of low-carbon power technology. However, as the limited of geography, technology and social status, the implement of low-carbon activities will surely meet a number of difficulties. Being short of technology and resource will make Egypt cannot do many advenced activities in the green power field, and the use of traditional power resources will be hard to limit in a short period and that must be a difficulty that all the African countries will meet. Egypt will fully devoted in the development of green power, however, the shortage of technology will need the developed countries help to solve. Egypt appeals that all the great union, advanced countries or technology owners take the responsibility to aid all the African countries and developing countires on the low-carbon issue and offer solvements of upgrading the power apply industry.     The UAE is taking deliberate steps in close consultation with the International Atomic Energy Agency to embark upon a nuclear power program.It accepted a $20 billion bid from a South Korean consortium to build four commercial nuclear power reactors, total 5.6 GWe, by 2020 at Barakah.Construction of the first unit started in July 2012, and the second in May 2013.
    INTERNATIONAL DEVELOPMENT
    As the UAE’s oil and gas sector has developed sophistication, it has spawned a number of public and private sector companies that pursue energy development abroad.
    In Abu Dhabi, three government-controlled entities, Mubadala Development, the Abu Dhabi National Energy Company, or Taqa, and IPIC, are the main vehicles for such enterprise. March 2013, Mubadala’s oil and gas output stood at roughly 400,000 barrels of oil equivalent per day (boepd), while Taqa's first quarter 2013 output averaged 127,000 boepd. IPIC’s investments have been mainly in petroleum refining and petrochemicals.
    FUTURE DEVELOPMENT
    Environmental mitigation, especially amid heightened international concern over global warming, presents a substantial challenge to the global oil and gas industry, which is under pressure to find ways to cut its carbon emissions. The UAE’s oil and gas sector has accepted the challenge, and is already making progress with a number of initiatives.
    As an example, ADNOC is well on the way to eliminating gas flaring. By reducing the wasteful burning of gas at production facilities and oil refineries through better management, the company is not only cutting carbon dioxide emissions, but is also conserving a valuable energy resource.
    ADNOC is also a partner in an ambitious scheme to develop a carbon capture and storage network for the UAE. The plan is to capture carbon dioxide emissions from major Abu Dhabi industrial installations and pipe the gas to oil fields for use in enhanced oil recovery projects. Eventually, the carbon dioxide would be permanently stored underground in the depleted reservoirs.
    The United Arab Emirates will be a regional hub in Asia. UAE are developing the financial industry, tourist industry and other service industry. Every emirates has abundant cultural element. UAE can exploit ecotourism. UAE believe we can not rely on oil completely. The country is famous for its natural beauty and scenic attractions, from snow-capped mountains, glaciers and fiords to thermal geysers, volcanoes, sub-tropical rainforests and magnificent sandy beaches.
    2. The problem
    One of the main problems of our country is the energy shortage and high carbon emission . With the development of industry and agriculture, the world has consumed a great amount of energy. Energy are urgently needed for the economic development. In addition, limited and unrecoverable energy, especially fossil fuels like oil and coals, can’t offer us adequate supply. All forms of energy will be exhausted in future.  
    3. The Country’s Recommendation
    Currently, we noticed that the energy shortage is not only the problem of a country, but more a problem of the world. So we focus on the targets for saving energy and developing new energy to reach low carbon------for achieving such goals, we need to highlight the fact that regardless of how much the gross surplus energy of the world, the actual work of saving energy and protect environment should be brought into force. It is already a “world problem”.
    4. The country's effort
    In 2008, New Zealand’s government has launched a carbon emissions trading scheme, which stresses on the use of market mechanisms to motivate carbon industry and help companies meet their target at lower cost. We try our best to arrive our promise on kyoto protocol. New Zealand’ carbon emissions trading scheme belongs to “Cap and Trade” system. We set targets for cuts in energy use and pollution emissions, choose participant, set the trading rules, site registration management system, clarify managements and managing methods,establish carbon accounting system, legislate participants' rights and obligations and violation penalties.
    5. Call for the Joint Effort
    IN one word, energy is of great importance to us. We can hardly imagine how we could live in a world without energy. every aspect we need energy, such as agriculture, science,electricity,etc. Moreover, the night would become dark all the time.     South Korea low carbon green growth strategy includes three parts: to reduce greenhouse gas emissions and adapt to climate change, ensure energy security;
    Creating green growth power derived from green technology;
    Promote green lifestyle and the international status.
    In order to speed up the implementation of low carbon green growth strategy, in July 2009, the south Korean government formulated the "national green growth strategy, and five years plan", the plan during the period of 2009-2013, to 2% of GDP in a year as a government green investment funds.
    In April 2010, issued under the basic law of low carbon green growth and the rules for the implementation of the strategy of low carbon green growth provides legal protection.
    According to this law, South Korea is medium-term emission reduction targets by 2020 greenhouse gas emissions by 30% less than the images of "benchmark" business-as-usual (BAU).
    The south Korean government set up the organization to promote and carry out the green growth strategy, which directly affiliated to the President's green growth commission, is under its command.
    The committee, led by prime minister and one of the most distinguished experts jointly by 14 ministers and 36 of stakeholders from the private sector.

It also devotes billions of franc to new energy projects and subsidies for low-carbon agricultural practices, research on cleaner coal and electric vehicle development.
    As Hugo said: "Mother Nature is good, but also cruel butcher."We have found that all of major energy products such as coal, oil, gas and electric power are in a shortage supply to some degree. This has not only put a heavy burden on world energy supply, but also led to rising concerns and fears from the international society.
    France is a step of ahead in this problem  .The land area in Franch is 550,000 square kilometer and the population is 61,400,000, Franch is use to be a country which lake of disposable energy .But now the development of Franch nuclear power is rapidly and well-known.It published many legal provisions like The Energy Law and The new electricity law.And the Franch make full use of in wind, solar and biomass and other renewable energy and also made more detailed laws and policies.But the wind is not stable and the solar power is not suatainable . And nuclear power is safe, convenient and no carbon dioxide emissions.

    Brief introduction of the country
    The Kingdom of Sweden is a Nordic country in Scandinavia. Sweden has a low population density except in its metropolitan areas, with most of the inland consisting of forests. The country has large natural resources of water, timber, and iron ore. Its citizens enjoy a high standard of living in a country that is generally perceived as modern and liberal.

    The problem
    Recent years have witnessed our resources have consumed very quickly ,and with the development of industry ,temperature all over the world has arisen in a high level, which sparked off the heated debate in Sweden even in the whole Europe. we have a well-established social welfare system, if we reduce the industry scale, it might be still difficult to supply so many olds in that it will slow down our development of economy. The birth rate in our country is far behind the death rate which means we don’t have enough young workforces to meet the requirement as we should have to. By the end of 2010, more than 18 percent of the Swedish are the aged and more than 5 percent of the old are over 80 which is topmost in the world. Environment should be protected and low carbon is necessary for the all Sweden , we must balance with economy and welfare.

    The country’s effort to solve the problem
       To cope with the present situation, we have paid tremendous efforts to solve this problem. We have already lessen the requirement to both immigrants and overseas students to stay here for get a job so that to make up the manpower shortage. Besides, we also employed some short-time workers to remit the pressure of industry to some extend. We supplied many job opportunities to those older people and wished them to apply their working skills and experience to the young worker and  confer benefit on society. The most important measure is we’d like to pay money as what he deserves and we focus on the personal quality instead of education background or whatever else. This can help us appeal many talented young person to work there.
      On the other hand, we also encourage the people to give birth to children in the way of policy. women should have her salary as usual, when they are in maternity leave. if the government doesn't promise basic condition for their civilization, in that way, women will choose what their country doesn't want to see .as you known, north Europe has the most wholesome welfare all over the world, but when we are facing in the challenges ,whether we should change some welfare policies in order to solve the grievous problem with each passing day. we have adjusted some of retirement policy, for instance, going up the age of retirement, which can help labor market remit the loss of labor force and reduce the government budget for welfare.
      So Pro - birth public policies , including free universal public schooling from the age of three , and the childcare subsidies for infants are credited in part with the increase in fertility ,Inner families do not consider about many burdens as before. Swedish people should make full use of our resources that we are having to make our Society better for every dweller or our descendants.

    Brazil is the largest country in both South America and Latin American region. It has a vast expanse of farmland and forest.  Thanks to the abundant natural resources and abundant labor, the gross domestic product of Brazil in South America first, seventh in the world, first in the southern hemisphere union of South America Nations member states.

    However, with the human beings on earth since then,we continue to evolve at the same time has been disafforested the forest. With the increase need of timber,  great number of rainforest have been fallen, which brings many environmental questions. The less shelter for local animals leads to extinction, also, greenhouse gas can’t be absorbed and expelled.
    We advocate low carbon economy and low carbon energy technology and we advocate establishing an organization International Timber Source Trade Cooperation. In these system, both developed conuntry and developing country with enough forest are pleased to paticipate. The main theory is following : member states will supply timber source to others in normal price in 3 years, at the same time other member states’ forest can recover. As a result, every member’s forest area will increase and keep in a high level.

    Brief introduction of the country
    Argentina is a South-America country. The major civilization is offspring of Italian and Spanish. Almost half of the lands of this country are pastures. The best way to get to Antarctica is depart from Ushuaia, across the Drake Passage, only 2 days by ship. Otherwise from Australia or New Zealand, It would take 8days or even more. Argentina has diplomatic relationship with 184 countries and it is also the member of UN, WTO, OAS(Organization of American States), Community of Latin American and Caribbean States and MERCOSUR.

    Problems
      Although Argentina is famous of beef, it also has some problems other resources, especially the natural gas. The government limits the exportation of the natural gas for many years. Government blames this crisis on the resources companies, affirm they do not expend investment for their own benefits. Since 1988, no new gas tube was built by those companies. There are also other bad problems in our country, such as the lack of electric power, the unwell built of the road and so on.

    The Argentine scientists is developing a new technology called ‘ox-gas’, converted to fuel, it can reduce greenhouse gases, and solve the problem of resource shortage.     South Africa is in the south of Africa. The west,east and south of South Africa beside the sea. The north of South Africa isbeside the moutain. In the east of South Africa trees are abundant.
    South Africa is a developing country and it is the most developed country in Africa. South Africa is rich in nature resources. In the 2008 South Africa has occurred a serioursy energy crisis because of the absence of electric power facilities. The absence of electric power facilities cause the chaos of the society. South Africa is one of the most abundant of mineral resources country in the world.
    Except the solar energy, government of South Africa are explore positively in the energy of wind angde nuclear power. This way of energy devepment makes South Africa dispence the coal day by day.
    South Africa has a beautiful name calld “the country of raibow”. As one of the most popular coutry in Africa. The GDP of South Africa takes up about 33% of the whole GDP of the Africa in the sub-sahara.

    Good afternoon, ladies and gentlemen, we represent Germany to state our views of the low carbon and energy. First, as the continent`s main economic and political entity, Germany always plays an important role all over the world. Our Germany has the responsibility to make efforts to global sustainable development. And we are also committed to develop the low carbon and the new energy.
    Under the background of global warming, the development of low carbon economy to limit emissions of greenhouse gases has become a global consensus. Almost all countries will be or have been threatened by global warming, including Germany. What`s more, the excessive and improper use of energy accelerated the global warming and energy depletion. After several decades, global energy will be exhausted. All of us should know that the development of low carbon economy and advocate low carbon production is the fundamental way to solve the climate problem. New energy is developed in Germany now, such as solar energy, wind energy. And we have precision hardware technology to develop green energy. We also appeal all Germans to low carbon eating and trip. As for some industrial factories, we introduced a series of policies and measures to limit them.
    Not only these environmental protection concepts including the protection of the environment and saving energy has become a code of conduct, but also low-carbon life is every country`s need .
